About the Position: The Deputy Chief of Staff (DCS), G-6 Army Spectrum Management Office (ASMO) presents and defends Army electromagnetic spectrum (EMS) interests at various National, international, Department of Defense (DOD), Joint, other Federal and domestic agency panels and working groups. Leads ASMO's efforts to automate the functional areas of EMS management supportability and electromagnetic compatibility.

Duties

Provide Army and U.S. representation to various international, National, Joint and Allied panels and working groups involved in the enhancement and clarification of Electromagnetic Spectrum (EMS) management policies and procedures. Develop, analyze and evaluate proposals for use of the EMS by users within foreign countries, the Army, other Federal agencies and Federal Communications Commission (FCC) licensees. Analyze and evaluate submitted radio frequency proposals by Army users, other Federal agencies and FCC licenses to ensure accuracy, completeness, and compliance with international and National standards, policy, procedures and practices. Conduct special studies and surveys of EMS usage to obtain data, develop information and recommend new policy, regulations and procedures for improved use and reduction of actual or potential harmful interference. Provide technical assistance to Army users at all levels to assure accuracy and completeness of data contained in radio frequency assignments, and compliance with international and National standards, policies and procedures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and/or maintain Top-Secret Security clearance.
  • You will be required to sign a DA Form 5019 (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program) and must pass urinalysis testing, as required prior to appointment and periodically thereafter.

Specialized Experience: One year of specialized experience which includes evaluating concepts, principles and practices of telecommunications systems and equipment which use electromagnetic spectrum (EMS); assisting in analyzing proposals for use of the EMS by users within United States; participating in special studies and surveys of EMS usage to obtain data, develop information and recommend new policy, regulations and procedures for improved use and reduction of actual or potential harmful interference; managing accuracy and completeness of data contained in radio frequency assignments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Organizational AwarenessTechnical CompetenceTelecommunications Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
