The primary purpose of this position: is to serve as a first level supervisor, providing planning, directing, organizing, mentoring, and exercising control over nonsupervisory employees assigned to the organization. As a senior command electromagnetic analyst and recognized agency expert, provides authoritative technical advice and direction both nationally and internationally.
Duties
Plans, organizes, and directs the activities of the organization, ensuring that spectrum assignment work complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities. Implements electromagnetic spectrum telecommunication programs and special projects.
Plans and develops methods, procedures, policies, and techniques governing agency decisions on electromagnetic spectrum dependent telecommunication systems.
Participates and serves as the DAF representative on various military and federal government discussions, meetings, committees or special projects on various DAF spectrum dependent systems and presents briefings and prepares recommendations.
Provides subject matter expertise in technical and procedural spectrum guidance to Air Force Major Commands (MAJCOMS) and US Space Force (USSF) Field Commands.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for GS-0391, Telecommunications Series.
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge and ability to serve as an Electromagnetic Spectrum Analyst Operations Integrator in support of Strategic Spectrum Plans Director's Office with responsibility for regulatory protection, operational policies, and licensing of radio spectrum assets supporting AF missions; knowledge of computer systems and related computer concepts, principles, and practices related to the agency Spectrum Management operations environment; extensive knowledge of electromagnetic spectrum management for military operational and technical reporting; electromagnetic spectrum technical experience with current and evolving satellite and terrestrial systems, along with radar technologies; ability to clearly convey highly technical information and make competent and reliable recommendations to peers; knowledge of electromagnetic spectrum and proven leadership as a leader of interdisciplinary working groups in drafting policies, standards, and procedures; detailed understanding of the technical and operational attributes of government and commercial space systems. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of a wide range of electromagnetic spectrum telecommunications theories, concepts, principles, and practices, procedures, policies, standards, operational requirements; and of operational and performance characteristics of telecommunications to develop procedures/policies/practices for DAF wide use.
2. Expert knowledge of performance characteristic telecommunications equipment, systems, services, and transmission media to evaluate new devices, proposals, and approaches.
3. Knowledge of national and international policies, directives and other regulatory doctrine that governs federal and non-federal spectrum licensing, certification, and use.
4. Skill to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed service.
5. Advanced skill to analyze/apply specialized communication methods and analytical techniques involving electromagnetic spectrum dependent telecommunication systems (e.g., systems compatibility, electronic warfare (EW), identification friend or foe (IFF), satellite communications (SATCOM), Land Mobile Radio (LMR), High Altitude Electromagnetic Pulse (HEMP) and threat emitters).
6. Skill to research patterns to develop new methods, criteria, or proposed new electromagnetic spectrum telecommunications policies and procedures.
7. Ability to effectively plan for and execute safety, security, personnel management, and EEO regulations, practices, and procedures.
8. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization.
