This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This positions provides nonprofessional engineering services for Mission Commander by serving as the technical advisor to the Joint Readiness Training Center ACofS, G3, Plans Division and as a program manager.
Duties
Serve as the technical advisor to the Joint Readiness Training Center that provides guidance on project management.
Advise in the planning of new range facilities by outlining guidelines such as tasks, target systems and safety restraints imposed by weapons systems and terrain.
Provide technical review of range drawings and specifications to ensure designs are prepared in accordance with project and customer requirements and designed in compliance with established criteria published in the design manuals.
Coordinate with designers building new ranges and facilities to update existing facilities and installing or replacing target system equipment.
Serve as Project Manager responsible for the overall management in the development of projects and intermediate products to support the program.
Negotiate all District functions (i.e. planning, design, cost engineering, construction, real estate, contracting, etc.) in support of assigned projects into comprehensive management plans (OMP).
Responsible for implementing automation initiatives that support enhancements in training support, live fire control, cost efficiency for increased productivity.
Develop surveillance techniques for inspecting contract operations to determine efficiency and effectiveness.
Provide Technical Support by coordinating with Range Officer, Director of Engineers and various Command Groups for the development of projects.
Inspect inadequate building and/or utility systems to identify repairs in order to be in compliance with applicable codes.
Create progress reports that detail the status of project preparation and/or construction progress.
Requirements

- TDY is required up to 10% of the time.
- Mission Essential: This position has been designated as Mission Essential. Mission Essential positions are those that are needed to ensure the continued operation of mission essential functions of an activity, as defined in DODI 3020.42.
- In the event of severe weather conditions or other such emergency type situations, Mission Essential employees are required to report to work and/or remain at work as scheduled to support mission operations.
- Administrative dismissal or closure announcements do not apply to Mission Essential personnel unless the supervisor instructs otherwise.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation.

Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes assisting with developing projects from conception to completion, reviewing the planning of projects by considering the organization requirements and/or safety constraints, managing assigned projects by overseeing the coordination, and/or execution of plans, OR implementing guidance and/or policy to advise on the development of projects or products in support of the program.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
