About the Position: The Directorate of Public Works provides infrastructure, engineering resources, housing and facility management support and services incorporating sustainable development. Mission to ensure the long-term viability of the installation's ability to support the military commanders and joint base community.
Duties
Represent the Garrison Manager and the Directorate of Public Works (DPW) as the primary point of contact for projects assigned with sponsor/customer.
Manage project milestones and budgets from planning through construction, project acceptance, and initial operations.
Integrate approved projects and validated customer requirements into a comprehensive project management/execution plan.
Ensure the accuracy of project data within the applicable databases and automated information systems of projects.
Reviews and approve project cost and schedule changes recommending corrective actions to maintain agreed-upon schedule and cost.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the experience requirements described below. This is a developmental position, which will be filled at the GS-11 or GS-12 grade level. You will work in a developmental capacity performing assignments and completing training, both of which are aimed at preparing you to gain the knowledge and skills necessary to perform the duties of the full performance level. The candidate placed in this position may be non-competitively promoted to the target grade of GS-12 if he or she has satisfactorily demonstrated the ability to perform at the higher grade level, meets all regulatory and qualification requirements for promotion, has been recommended for promotion by the supervisor and the target position is supported at the time of the promotion.
Specialized Experience for GS-11:
One year of specialized experience which includes technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems AND preparing preliminary engineering and architectural final plans and detail drawings, including architectural, structural, mechanical, electrical and/or military construction projects; utilizing judgment in selecting, applying, and adapting established engineering and architectural practices to develop appropriate construction project details.
Specialized Experience for GS-12:
One year of specialized experience which includes technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems AND receiving and examining work engineering order requests for repair, modification, and construction to be accomplished by small contract; preparing plans, specifications and estimates for the engineering construction; producing engineering cost estimates involved in completion of projects.
