This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Project Manager for specific projects assigned by supervisor, with overall responsibility for planning, scope, development, design, construction and direction of assigned military projects.

Duties

Serves as a Project Manager for specific projects assigned by supervisor, with overall responsibility for planning, scope, development, design, construction and direction of assigned military projects. Manages project milestones from planning through construction and initial operations. Coordinates with various design elements the preparation of construction plans and specifications for assigned projects. Responsible for coordinating the review of completed plans and specifications for contract work to assure that project requirements, criteria and other project documents are met. Reviews performance trends to schedule, maintain budget, and ensures proper resolution of issues raised. Assemble data and prepare exhibits, reports and correspondence for presenting project management data and making presentations describing project progress, status, design changes, changes in schedules, procedures, policies, etc.

  • This position may require working additional duty hours during crisis or due to tasking.
  • This position requires the ability to obtain and maintain a valid Louisiana motor vehicle operator(s) license.
  • This position requires a pre-employment physical.
  • This is a “Mission Essential” position. Incumbents are not subject to administrative dismissal in emergencies created by inclement weather conditions or emergency situations as appropriate.
  • A Mission Essential employee is required to report for, or remain at work in emergency situations, and dismissal or closure announcements do not apply unless his/her supervisor instructs otherwise.
  • Incumbent must maintain a functioning telephone at residence to aid in contact during recall situations.
  • This position is covered by the Civilian Drug Abuse Testing Program.
  • Incumbent is required to sign a DA Form 5019-R, "Condition of employment for certain civilian positions identified as critical under the Drug Abuse Testing Program," or a Memorandum of Understanding (MOU).
  • This position requires business travel/TDY up to 10% of the time.
  • Incumbent will require Contractor Officer Representative (COR) certification. If not already obtained, incumbent will be required to obtain COR certification within one year of hire. Failure to obtain may result in dismissal.
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes coordinating military construction project functions with all contributing organizations, reviewing customer requirements in order to create comprehensive management plans, assisting in controlling project budgets and schedules, OR tracking engineering projects to identify issues or provide status updates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). If you are a current, Federal employee, you must include your pay plan, series and grade in your work experience(s) on your resume submission and/or upload supporting documentation (within-grade increase SF50) to show that you meet the time-in-grade requirement. In addition, if your step reflects '00', you must include your current salary for each position. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
