This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel in the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Public Works mission is to provide services for Fort Johnson and JRTC.
Duties
Work requires the ability to interpret, select, adapt, and apply many guidelines, precedents and engineering principles and practices.
Examines work order requests for repair, modification, conversion, or new construction to be accomplished by small contract and/or in-house trades and crafts personnel.
Prepare plans, specifications and estimates for the construction, alteration, extension, modification, maintenance and/or repair of installation real property accomplished by contracts under small purchase procedures or major construction procedures.
Performs project management in accordance with established standards, refers to supervisor questions or matters not covered by standards and problems in meeting performance standards.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter.
- This position requires the employee to use personal protective equipment provided by the employer.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. This is a developmental position, which will be filled at the GS-09, GS-10 or GS-11 grade level. You will work in a developmental capacity performing assignments and completing training, both of which are aimed at preparing you to gain the knowledge and skills necessary to perform the duties of the full performance level. The candidate placed in this position may be non-competitively promoted to the target grade of GS-11 if he or she has satisfactorily demonstrated the ability to perform at the higher grade level, meets all regulatory and qualification requirements for promotion, has been recommended for promotion by the supervisor and the target position is supported at the time of the promotion.
GS-09 Specialized Experience: One year of specialized experience which includes assist with installation, maintenance, operation, and testing duties.; practical civil/structural engineering knowledge. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
GS-10 Specialized Experience: One year of specialized experience which includes practical civil/structural engineering knowledge necessary to develop specifications, man-hour/cost estimates for the construction, modification, maintenance, and repair of government facilities.; perform installation, maintenance, operation, and testing duties.; complete work studies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
GS-11 Specialized Experience: One year of specialized experience which includes perform installation, maintenance, operation, and testing duties.; interpret many guidelines, precedents and engineering principles and practices.; Distributes and balances workload among multiple priorities, conducts inspections of work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
