This position is located at Bureau of the Fiscal Service, Administrative Resource Center - Employment Services Division, Branch as assigned. As a Human Resources Specialist, you will provide staff acquisition or position classification services.
Duties
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
- Provide authoritative information and/or advice to human resource support staff, program managers, operating officials, and applicants on legal or regulatory requirements relating to classification or staffing.
- Ensure that all human resource actions are processed in accordance with Title 5, United States Code; 5 CFR; OPM; and agency rules, regulations, and guidelines.
- Regularly participate in process review teams, projects, and business improvement efforts to contribute to the continuous improvement and streamlining of human resources processes, procedures, approaches, and systems. This includes reviewing existing guidelines and procedures and proposing improvements and modified or new practices/procedures. May perform in a representative role within the Employment Services Division (ESD) or within Fiscal Service for ESD and occasionally lead individual projects within ESD or crossing organizational lines.
- Assist with the training and development of other specialists through formal or informal methods; provide constructive feedback.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year and indicate number of hours worked per week on your résumé.
Specialized Experience:
For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes reviewing technical information to determine HR solutions AND communicating with colleagues, customers, and management to resolve HR issues.
Examples of this experience may include:
-Preparing written documentation sufficient to present findings and recommendations related to HR policies and/or procedures; OR
-Analyzing findings in order to make recommendations to management to enhance the effectiveness of programs or operations; OR
-Experience providing human resources services such as sharing technical information, improving procedures, or initiating process improvements.
OR
You may substitute education for specialized experience as follows: A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
You may qualify by a combination of experience and education. Combining Education and Experience may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify. Note: Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes skill in applying a body of Human Resources (HR) rules, (such as regulations or policies) to provide information and ensure compliance. Examples of such experience might include:
- creating reports using HR data; OR
- applying guidelines to perform entry level human resources work providing assistance to managers and employees on basic pay overtime, or leave entitlement; OR
- explaining retirement or benefit options to employees; OR
- assisting employees or managers on workers' compensation claims; OR
- conducting training needs surveys to help managers anticipate development and training needs for their staff.
OR
You may substitute education for specialized experience as follows: 1 full year of graduate level education (18 semester hours, 27 quarter hours or equivalent) in an accredited college or university.
OR You may have a bachelor's degree and meet one of the following requirements for superior academic achievement: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
OR
You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-09, you must have been at the GS-07 level for 52 weeks.
For the GS-07, you must have been at the GS-05 level for 52 weeks.
