About the Position: Serves as a Management and Program Analyst, working in the Resource Management Directorate for the Garrison Command at the Army Natick Soldier Systems Center

Duties

Develop, review, analyze, coordinate and advise on various support agreements; including, Memorandums of Understanding, Memorandums of Agreement, Letters of Understanding, Letters of Agreement, and other agreements involving the installation. Evaluates proposed agreements for conformance to existing work requirements of established agreements, regulations, directives and guidance. Participates with internal organizations and external customers in planning preparation of formal documentation of services provided or received through support agreements. Performs extensive statistical research, cost analysis, and coordination in the development of a wide variety of support agreements. Serve as the Payroll Liaison and Customer Service Representative. You will update and maintain personnel payroll records and resolve complicated payroll issues and insure the accuracy of time and attendance submission.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • DoD Financial Management Certification Level II required within 24 months.
  • You will be required to travel 5% of the time.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience which includes 1) Conducting cost analysis studies to identify ongoing levels of productivity, monetary waste, and surpluses; and 2) Developing binding Support Agreements, and/or Memorandums of Understanding. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
