This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Direct Support of Science Technology Reinvention Laboratories (STRLs) Activities recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position supports Combat Capabilities Development Command Soldier Center's (CCDC SC) Business Domain which is comprised of a set of enduring competencies required to run the organization.

Duties

Provides policy, governance, advisory, training and operational execution and management in all financial matters across the Planning, Programming, Budget, Execution (PPBEs) process. Reviews budget requests submitted by Program Managers and other command officials to assure their consistency, accuracy, and adherence to instructions. Performs budget execution review, prior year and current expenditure comparative analysis and reports information. Advises and assists leadership, managers and all workforce members in matters regarding budget, financial operations and controls, program management, manpower and force management. Represents the organization on teams or committees outside the organization, developing new policies, approaches or techniques that impact beyond the scope of the organization. Duties require the ability to plan, analyze, and review major programs. Applies extensive knowledge of different functional programs and program planning, evaluation, analysis and budget techniques Presents, analyzes and verifies data, techniques, methodologies associated with program development.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012.
  • Must be able to obtain and maintain a Secret Security Clearance.
  • This position requires a one-year trial period.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: Your resume must clearly describe at least one year of specialized experience equivalent to the DE-02 pay band or equivalent grade level (GS-11) level in the Federal service which includes experience in: 1) Assessing program analysis and financial performance analysis including tracking obligation and expenditure rates in accordance with assigned goals; 2) Improvement of organizational effectiveness/efficiency; 3) Financial management processing and tracking using automated financial software such as General Fund Enterprise Business System (GFEBS); 4) Utilizing and managing complex spreadsheets and financial tools and software; and 5) Program support; and 6) Serving as a financial consultant to management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE 02/GS-11). US Army Combat Capabilities Command DEVCOM, Soldier Center is participating in an alternative personnel system known as the Laboratory Personnel Demonstration Project. The DE-03 pay band is equivalent to the GS-12 step 1 to GS-13 step 10 level.
