About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the This position is located at the Natick, MA - Local Enterprise Center.

Duties

Develops, plans, analyzes, and implements various Resource Management issues, projects, services, and programs. Continually monitors, evaluates, and improves the administration of the Automated Time Attendance and Production System. Ensures accurate tracking and reporting of all training in the approved tracking system. Assists Management in the interpretation and application of personnel management policies and procedures by maintaining close working relationship with operating official at the Civilian Personnel Advisory Center. Serves as the recognized expert in providing support agreement guidance and assistance to elements of the agency. Performs research, develops data, and prepares letters, studies, reports, and other miscellaneous material on a large variety of subjects relative to resource and manpower management and various special projects. Trains and advises supervisors on required civilian personnel actions. Serves as the Defense Travel Administrator and Program Analyst for the DoD Government Travel Card program.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations, if the organization moves to a 24/7 operation.
  • Subject to recall to duty and extended hours of duty.
  • The incumbent may be required to carry a cellular telephone and maintain a working personal telephone at all times.
  • This position requires pre-employment financial disclosure (OGE Form 450) and annually thereafter in accordance with DoD Directive 5500-7-R.
  • Incumbent may be required to remain on duty or report for duty during national emergency, severe weather or other installation closing.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) assist management with personnel management actions such as reassignments, realignments; 2) review time and attendance procedures and practices and; 3) assist with preparing supporting documentation, briefings and/or backup material for justification of leader recommendations during manpower submissions. -OR- Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration/ Business Management, Human Resources. (Transcripts must be provided) -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
