This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Positions of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located within the National Simulation Center (NSC), Analysis and Test Division, Fort Leavenworth, KS.
Duties
As a developmental Operations Research Analyst, under supervision you will perform the following duties:
Performs complete studies of limited scope or portions of larger projects, modifying/adapting techniques to fit situations, some requiring innovative approaches.
Performs a variety of analytical assignments associated with simulation model improvement and enhancement.
Writes, collects, and reviews functional (thread) tests as well as develops tactical events for Verification, Validation, and Accreditation (VV and A) vignettes. Ensures results are within exceptions.
Accomplishes a variety of work involving the testing, coordination of testing, test design, application of statistical techniques during testing, and analysis of complex combat and training development problems that are part of tests.
Coordinates model requirements; collects documentation; monitors progress; and conducts analysis, planning, and evaluation.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent to obtain and maintain a SECRET clearance.
- The incumbent will be required to travel TDY approximately 20% of the time.

NOTE: This position is developmental and will be filled at the GS-7 level. The incumbent may be non-competitively promoted pending time-in-grade requirements and demonstrated ability to perform the next level/grade duties. The full performance level for this position is GS-12.
For this job, you may qualify if your education meets the definitions below:
BASIC EDUCATION REQUIREMENT:
Successful completion of a bachelor's or higher degree in operations research or successful completion of a bachelor's or higher degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 hours must be in calculus.

In addition to meeting the basic education requirement above, you must also meet the specialized experience requirements below:
Specialized Experience: One year of specialized experience which includes: 1) assisting in preparing testing strategies for use in developing solutions for stakeholders, and 2) utilizing statical data to assist with publishing test results. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-5).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Operations Research, Data Science, Mathematics, Statistics, Computer Science, or Computer Engineering.

curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:

Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of
experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
