You will serve as a RAPID Acquisition Team member in the Integrated Engagement Systems Department (Code E02A) of NAVSURFWARCENDLD. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-3 pay band encompasses positions equivalent to GS-9 and GS-10. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12.

Duties

You will prepare and track the progress of procurement packages using tools such as the Integrated Budget Planning and Execution System (IBPES) and Navy Enterprise Resource Planning (ERP). You will assist in the research and analysis of new outside vendors to accommodate procurement requirements within E Department. You will stay current with acquisition policies and keep appropriate personnel informed of guidance influencing development of new policy. You will participate on Department level teams and events focused on acquisition and process development. You will track procurement progress to ensure actions are completed and executed on time. You will coordinate and execute material and service acquisitions.

Qualifications

FOR NT-4 (GS-11/12 equivalent): Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 and GS-10 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying analytical and evaluative techniques to develop procurement packages to support organizational requirements. FOR NT-3 (GS-9/10 equivalent): Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-2 pay band (GS-5 through GS-8 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying basic analytical and evaluative methods to research, collate, or organize data to process actions, populate electronic systems, or prepare metric reports and presentations. Education

TO QUALIFY FOR NT-4: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

- Ph.D. or equivalent doctoral degree; OR
- Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree; OR
- LL.M., if related to the position being filled, OR
- combination of experience and graduate education as described above that equates to one year of experience.

TO QUALIFY FOR NT-3: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

- master's or equivalent graduate degree; OR
- two full years of progressively higher-level graduate education leading to a master's or equivalent graduate degree; OR
- LL.B. or J.D., if related to the position being filled, OR
- combination of experience and graduate education as described above that equates to one year of experience.
