You will serve as a FINANCIAL MANAGEMENT ANALYST in the GENERAL ACCOUNTING DIVISION of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will analyze accounting functions to identify regulatory and accounting changes, resource control functions, or operating level problems. You will recommend the development or implementation of financial management policies, plans, or programs You will use a financial management system to gather, assemble, and analyze data. You will write budget and financial policies to support an organization's programs and activities. You will collaborate with technical representatives to resolve financial systems issue

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector: 1) Performing financial management analysis by applying established financial analysis principles, concepts and practices to a wide variety of difficult problems; 2) Utilizing integrated federal management systems and sub-systems to extract data, identify and resolve system problems, and maintain data integrity; 3) Interpreting standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations to include Business Rules for CNIC/NAVFAC, CNRMA/MIDLANT, CNIC N4/HQ; 4) Applying fiscal law, policies, regulations, principles, standards and procedures to financial management; 5) Tracking, monitoring and clearing KPIs/Suspense items, BEV/DARQ actions; 6) Maintaining Invoice/Payment and MILSTRIP processing. GS-9: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector: 1) Performing financial management analysis by applying established financial analysis principles, concepts and practices to a wide variety of difficult problems; 2) Interpreting standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations to include Business Rules for CNIC/NAVFAC, CNRMA/MIDLANT, CNIC N4/HQ; and 3) Applying fiscal law, policies, regulations, principles, standards and procedures to financial management. Education

GS-11:

Have successfully completed a Ph.D. or equivalent doctoral degree;

OR

3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related.

GS-09:

Have successfully completed a master's or equivalent graduate degree.

OR

Have successfully completed two full years of progressively higher-level graduate education leading to a master's degree.

OR

OR
