Duties

As a Public Health Analyst, you will: Serves as expert analyst in developing, monitoring, implementing, and evaluating current or projected complex, interrelated public health programs involving governmental and non-governmental organizations from multiple sectors at the community, State, national and/or international levels. Analyzes existing or proposed systems, strategies, services, or other health-related matters for long range implementation and administration of the public health program. Serves as a principal advisor in developing and formulating short and long range public health program goals, objectives, and policies. Serves on the management team with responsibility for day-to-day operations of the office and as the principal advisor on the administrative aspects of the program operations to resolve matters that are often controversial or complicated (e.g., restructuring resources to meet increasing demands.) Independently or as part of a team prepares and presents comprehensive program reviews to include recommendations on curtailing or expanding programs and program effectiveness. Coordinates high level, collaborative projects with other internal and/or external organizations to meet broad agency goals. Collects and compiles qualitative and quantitative information and data for use in program decisions. Exercises management responsibilities related to the initiation, administration, and/or close out of grants and cooperative agreements. Serves as lead representative, project officer, or comparable position for administration of a comprehensive, multi-CIO cooperative agreement. Provides technical advice and assistance in managing, and evaluating grants, cooperative agreements, contracts, and other awards. Assist in the preparation of the annual budget and/or requests for funding based on information received from supported activities. Identifies funding sources; writes applications for grants, contracts, or interagency agreements; prepares schedules; manages allocated resources and monitors expenditures; and estimates resource requirements. Prepares directives, issuances, memoranda, policy statements, and legislative proposals to introduce new initiatives and to recommend effective operations consistent with overall program objectives.

Qualifications

All qualification requirements must be met by the closing date of the announcement. Minimum Qualifications: To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level, which must include the following experience: analyzing and evaluating public health programs to advise management on policies, operations, products and services. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
