The position is located in the Office of Strategy, Learning, and Workforce Development (OSLWD). The incumbent performs work of an advisory nature in connection with the formulation, development, and interpretation of HR policies, goals, initiatives, and programs. Projects involve program areas such as personnel and employment, labor and employee relations, classification, training, workforce planning to solve problems relating to improved HR programs, management systems, and initiatives.
Duties
Participates in the development and implementation of Agency level studies and analysis on HR programs, workforce planning, workforce competencies, and areas of concern incorporating all pertinent resources and information
...including training needs, benchmarking, labor relations strategies and impact on Agency mission and goals. These analyses include recommendations on strategic staffing and organizational policies intended to shape the future workforce.
Conducts confidential, sensitive studies which may require direct interface with employees and/or representatives of various unions on behalf of employees to explain purpose, methodologies and/or recommendations and findings.
Initiates recommendations to OHR executives, influencing the need for additional HR policies/programs or for changes in existing policies/programs. Tracks progress in meeting established HR goals (e.g., Agency and Component Strategic Plans, etc.)
...and makes recommendations for appropriate changes/adjustments based on current trends.
Participates in development and analysis of employee surveys intended to measure organizational climate issues such as job satisfaction, training, benefits, and leadership capabilities.

Qualifications

HOW TO QUALIFY: Eligible applicants must meet the following qualification requirements.
Applicants must have 52 weeks of specialized experience at the GS-11 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such IT-related experience MUST include work that involves analyzing workforce data using tools or related methodology to advise management on workforce direction
