This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for Overseeing the export of defense articles and services for partner countries and international organizations; developing and executing Security Cooperation policies; advising on End Use Monitoring (EUM) for FMS programs; establishing an annual budget; presenting briefings and reports; and managing personnel and project timelines.
Duties
As a Supervisory Security Assistance Program Manager (EUM) at the GS-0340-15 some of your typical work assignments may include:
Serves as the subject matter expert and Division Chief, End Use Monitoring (EUM) of the Golden Sentry Programs; ensuring compliance with technology control requirements in order to minimize security risks to the United States, partner nations, and Allies.
Works closely with Department of State, Department of Commerce, the Office of the Under Secretary of Defense (Policy) and other DOD agencies, Joint Staff, the COCOM, and military departments (MILDEPS)/ Security Cooperation Organizations (SCO) in foreign countries, foreign partner nations and represents the Agency at meetings, briefings, and conferences on matters related to EUM Programs.
Provides expert technical advice and guidance to senior leadership on the effectiveness and efficiency of programs, policies and procedures.
Establishes annual budgetary program requirements, monitoring expenditures, and responds to budgetary question.
Direct and mentor employees in the management of complex projects that impact programs that provide defense articles, services, and technology by sale, lease or grants to foreign governments and international organizations.

Qualifications
You may qualify at the GS-15, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
Managing the portfolios of partner countries and international organizations to ensure defense articles and services are exported; overseeing the development, implementation, and execution of Security Cooperation/security assistance policies, processes, and procedures; advising senior leadership and foreign nation partners on End Use Monitoring (EUM)monitoring principles to FMS programs; establishes an annual budget for program requirements; presenting high-level briefings and reports and developing complex responses; and managing people and project timelines, as required.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
