Duties
Serves as the Supervisory Contract Specialist for the Procurement Branch, specializing in construction, with oversight authority of Non-appropriated fund (NAF) procurement actions at the NAF Business and Support Services Division (MR) and supports NAF procurement at Marine Corps Community Services (MCCS).

Qualifications
A Bachelor's Degree in accounting, acquisition planning, business, finance, law, contracts, purchasing, or economics, or a related field appropriate to the work of the position and four years of construction procurement experience with one year of supervisory experience; OR a combination of college level education and experience equivalent to and that demonstrates skill to solicit, award, administer, and manage complex high-dollar government related procurements, with five years of supervisory experience; OR appropriate specialized experience in soliciting, awarding, administering and managing complex, high-dollar government related procurements requiring source selection procedures, with five years supervisory experience.Experience in executing a wide variety of contract requirements and types (construction, A&E services, and information technology are highly desired). Knowledge of procurement regulations, contract law, and acquisition planning. Knowledge of government and commercial procurement practices, policies, and procedures. Knowledge of contract administration. Excellent leadership and staff development experience demonstrated track record of problem solving and process improvement, and ability to function in a collaborative manner with staff at all levels of the organization. Proficient in the use of Microsoft Office Suite and excellent interpersonal, written, and verbal presentation skills. Skill to supervise employees in the accomplishment of work. This position is designated as a Position of Trust, and the incumbent must be eligible for a background check. Appointment and continued employment is subject to a favorable National Agency Check with Inquiries (NACI) background check. Must file an annual Confidential Financial Disclosure report (OGE form 450).
