You will serve as a Deputy Director of Contracts/Deputy Competency Director in the MARCORSYSCOM.
As a contract's leader, provides strategic direction and manages the operation of about five contracts' staffs for Command Support and Program Managers. Duties include: Supervise about Supervisory Contract Specialists who are second-level supervisors; Perform acquisition policy research, analysis, and interpretation; and Provide Acquisition advisory services and Small Business Advocacy.
Duties
You will serve as advisor to the Contracts (CT) Competency Director and Competency Manager on all contracting competency matters and serves as a member of the CT Competency Leadership Board (CT CLB).
You will serve as the contracting competency representative to the Service Requirements Review Board (SRRB) and assists with category management of services across the Command.
You will identify and resolve strategic business and contracting issues that affect the contracting competency for highly complex multi-year acquisition of major systems.
You will exercises prudent judgment in recommending course(s) of action to be pursued, and necessity of soliciting assistance or coordination decisions with MCSC competency leadership staffs and higher headquarters, as necessary.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final Top Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- Must complete DD2888, Critical Acquisition Position Service Agreement (CAP).
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Ensuring compliance with applicable laws, regulations, and developing policies that enhance effective business operations across the competency; attracting and retaining a high-caliber workforce; planning and coordinating acquisition portfolios with customers.
