As a Supervisory Contract Specialist and Competency Lead, you will support about 14 personnel for the Command Support and Training Systems Contracts teams as a first and second-level supervisor.
Duties
You will direct contract functions for highly complex, high monetary value, and long-term procurement for the acquisition of major systems of high visibility for the Department of Defense, Department of Navy, and Marine Corps policies.
You will assess the quality of the work products of the Contracts teams, ensuring contracting documentation meets statutory and regulatory requirements for content, and properly informs the decision authority.
You will be responsible for the coordination, planning, development, management and quality of all contracting actions within assigned area of responsibility.
You will serve as a member of the Contracts Competency leadership Board to develop the workforce, implement command business processes, and improve essential management business policies.
You will plan and assign work to be accomplished by subordinates, set and adjust priorities, and evaluate the work performance of employees.
You will be responsible for workforce recruitment, training, qualification/certification, and professional development of employees.
You will engage in periodic reviews with customers.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- This is a Defense Acquisition Workforce position, Employee must be able to obtain and maintain a Contracting (CON), Professional Acquisition certification within 36 months in accordance with DoD instruction 5000.66.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Must complete a DD 2888, Critical Acquisition Position Service Agreement.
- Must be able to obtain and maintain a Contracting Officer's Warrant.
- You will be required to obtain and maintain a Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Ensuring compliance with applicable laws, regulations, and developing policies to enhance the effective business operations across the competency; planning, directing, coordinating, contractual and procurement actions for sophisticated and technologically advanced systems; and performing supervisory duties (e.g. assigning work, developing and evaluating performance, providing technical and administrative guidance, taking disciplinary actions, etc.).

Education
Basic Educational Requirement:
You possess a Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
OR
You are a current career or career-conditional employee of the Department of Defense who occupied an 1102 or contracting position with authority to award or administer contracts in excess of the simplified acquisition threshold (SAT) in an Executive Department on or before September 30, 2000.
OR
You are a current active duty military member of the armed forces (other than Coast Guard) who occupied a contracting position or similar occupational specialty to the GS (or equivalent) 1102 on or before September 30, 2000.
