The primary purpose of the Service Industry Business Specialist overseeing the Name Brand Foods (NBF) program within the Plans and Force Management Directorate is to ensure the effective management and strategic direction of the NBF program.

Duties

Develops and implements standardized programs from conceptualization through production, deployment and quality assurance follow-up Oversees and manages financial performance, capital requirements, budgeting to include cash flow, operational income and expense budgeting, budget analysis statements, reports, etc. Represents the organization with a variety of installation and functional area organizations

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes managing projects associated with the assessment of Food and Beverage programs in order to develop policies, procedures and manage contractual requirements governing these programs. Experience overseeing commercial restaurant/industry operations by applying comprehensive statutory guidance and requirements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In depth knowledge of commercial restaurant/industry operations, and food and beverage business operations including, but not limited to, restaurant management and oversight, food production and procurement processes, and bar operations, customer service, marketing, human resources, accounting and management techniques. Extensive knowledge, mastery and proven record of success, in private industry restaurant operations, particularly multiple unit operations, standards and practice Knowledge of DoD, state, and local safety and security regulations, practices, and procedures governing restaurant/industry operations food and beverage business operations. Knowledge of current government Food & Beverage (F&B) statutory requirements, OMB, DoD and Air Force guidance, directives, policy, systems and procedures for the establishment and implementation of NBF policy. Knowledge of Air Force organizations, structures, administration and operational framework and relationship to other military services, DoD, and other federal agencies. Thorough knowledge and experience of NAF personnel management practices and principles to effectively supervise, evaluate, mentor and direct the functions of a staff of an organization through subordinate supervisors. Exceptional ability to build collaborative relationships with other organizations and private industry businesses to negotiate and reach consensus on significant matters and issues impacting NBF projects/programs overseen. Possess excellent oral and written communication skills. Proficient in computer skills necessary to perform research, prepare reports and communicate with MAJCOM, base-level organizations and internal/headquarters offices PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
