The primary purpose of this position of this position is: To serve as the Deputy Branch Chief, providing planning, directing, organizing, and exercising control over non-supervisory program management employees assigned to
the branch.
Duties
1. Plans, organizes, and directs the activities of the organization with responsibility for the
development of major aspects of key Air Force programs of national significance and/or essential
operating programs. Assigned program(s) is characterized by unusual managerial complexities and
demands as well as substantial.
2. Exercises supervisory personnel management responsibilities.
3. Develops, implements and controls contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exists. Plans the management, acquisition, and test strategy for assigned projects/programs.
4.Makes periodic and comprehensive assessment and evaluation of program goals, and objectives, which
will provide a basis for long-range planning to enhance the organization's management capabilities.
5. Represents the program office at higher levels within the organization and with contractor
organizations.

(TDP) under the Air Force Civilian Testing Program.

CONDITIONS OF EMPLOYMENT CONTINUED:
This position is Acquisition Category A, Level III and incumbent must meet appropriate
certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position.
Employee is expected to meet Continuing Acquisition Education requirements.
Position requires temporary duty travel (TDY) utilizing military and/or commercial
transportation.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: working experience of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives. Experience in safety and security regulations, practices, and procedures. Experience in the mission, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of principles, policies, practices, regulations, and laws concerning
system acquisition and management process and initiatives to plan, organize, and manage critical
segments of the development, production, and/or deployment of systems, subsystems, and equipment
that are within the state-of-the-art but require significant new application of principles. New
developments to problems are not susceptible to treatment by accepted methods.
2. Knowledge of safety and security regulations, practices, and procedures required to protect
classified and sensitive information; and of the mission, roles, functions, organizational
structures, and operation of the DoD, Air Force, and organizations that govern, interface with,
and/or influence the systems acquisition process and integrated life-cycle management; of business,
industrial management, contracting procedures, technical concepts, and production practices to
evaluate contractor proposals and activities.
3. Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the
effectiveness, efficiency, and productivity of acquisition programs and support activities to
ensure that programs are within schedule, baselines, cost, etc.; and of the activities and purpose
of functional support personnel and ability to coordinate such aspects of system acquisition as
engineering, contracting, program control, configuration, test, manufacturing, and integrated
logistics support to effectively implement program direction.
4. Skill to plan, organize, and direct teamwork, and to negotiate with management to accept and
implement recommendations, where the proposals involve substantial resources, require extensive
modifications to program documents, established procedures, or may be in conflict with the desires
of customer activities.
5. Ability to plan, organize, and direct the functions and staff in critical aspects of development
and production, support of systems, subsystems, or equipment and to coordinate various aspects of
systems acquisition such as engineering, contracting, financial management, configuration, test,
and manufacturing; direct teamwork, and to negotiate with management to accept and implement
recommendations, where the proposals involve substantial resources, require extensive modifications
to program documents, established procedures, or may be in conflict with the desires of customer
activities.
6. Ability to establish and maintain good relationships with individuals and groups within the
office as well as outside the immediate work unit; to gather and analyze a variety of program
information, makes sound judgments concerning program progress, and effectively communicate
recommendations orally and in writing to higher organizational management and contractors; and to
communicate both orally and in writing, clearly, concisely, and with technical accuracy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
