The primary purpose of the position is to Provide the acquisition program management support necessary to meet the strategic goals of Cyber Warfare Mission Systems Branch. Responsible for all acquisition program management and sustainment support to Cyberspace Operations for USAF. Leads and executes numerous projects providing infrastructure and war-fighting capabilities to the USAF cyber activities.

Duties

1. Plans, organizes, and directs the activities of the organization with responsibility for the development of major aspects of key Air Force programs of national significance and/or essential operating programs. 2. Develops, implements and controls contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exists. 3. Represents the program office at higher levels within the organization and with contractor organizations. 4. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. 5. Makes periodic and comprehensive assessment and evaluation of program goals, and objectives, which will provide a basis for long-range planning to enhance the organization's management capabilities.

Examples of creditable experience include: 1) Applying a comprehensive working knowledge of principles, policies, practices, regulations, and laws concerning system acquisition and management process and initiatives to plan, organize, and manage critical segments of the development, production, and/or deployment of systems, subsystems, and equipment that are within the state-of-the-art but require significant new application of principles. 2) Providing knowledge of safety and security regulations, practices, and procedures required to protect classified and sensitive information; and of the mission, roles, functions, organizational structures, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process and integrated life-cycle management; of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. 3) Using a working knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of acquisition programs and support activities to ensure that programs are within schedule, baselines, cost, etc.; and of the activities and purpose of functional support personnel and ability to coordinate such aspects of system acquisition as engineering, contracting, program control, configuration, test, manufacturing, and integrated logistics support to effectively implement program direction. 4) Planning, organizing, and directing teamwork, and negotiating with management to accept and implement recommendations. 5) Planning, organizing, and directing the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition. 6) Establishing and maintaining good relationships with individuals and groups within the office as well as outside the immediate work unit; to gather and analyze a variety of program information, makes sound judgments concerning program progress, and communicating recommendations orally and in writing to higher organizational management and contractors; and to communicate orally and in writing, clearly, concisely, and with technical accuracy. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
