The primary purpose of this position is: To serve as an 805 CTS Senior Information Technology Specialist network administrator/engineer with responsibility for planning and coordinating the installation, testing, modifying, upgrading, troubleshooting, and maintenance of hardware and software.
Duties
Serves as the Senior Information Technology Specialist (Network Services) to leadership on network enterprise systems, designs and monitors new complex network systems, configures and installs network hardware/software modifications or upgrades.
As a senior IT specialist, performs feasibility studies on complex information systems and conducts in-depth analyses complicated by novel problems.
Keeps abreast of emerging technology to predict future network needs.
Performs as a senior IT specialist, participates in leadership discussions, meetings, committees, or special projects.

- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment and participation in random drug testing.
- The employee must be able to obtain and maintain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
- Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
- Incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted.
- Failure to receive the proper IA certification may resulting removal from this position. This position has been designated as IA Level II, Security + Certification.
- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management. Incumbent shall comply with the requirements of this certification program.

SPECIALIZED EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes; Application of IT network systems design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements; Utilization of network architecture, topology, and protocols sufficient to plan, design, develop, and integrate network systems consistent with existing or planned network infrastructures, resolve unusual and difficult issues, and create new techniques for use.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements.
2. Knowledge of the network architecture, interrelationships, operating modes, configuration, topology, and protocols typically found at base and enterprise level.
3. Knowledge of network operating and maintenance concepts and methods to troubleshoot network problems.
4. Knowledge of complex configuration management techniques, and requirements appropriate to managing base and enterprise level network systems.
5. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of network problems; and to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective.
6. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
