You will serve as a HUMAN RESOURCES ASSISTANT (RECRUITMENT AND PLACEMENT) in the Military Sealift Command (MSC), Total Force Management Program Office (N1), Civilian Workforce Policy and Sustainment Division (N11), Recruitment/Staffing and Civil Service Mariner (CIVMAR) Processing Branch (N11B), Marine Employment (N11B2) of MILITARY SEALIFT COMMAND.
Duties
You will be responsible for providing recruitment and placement HR assistance and technical support to the HR Specialists and the supervisor of Marine Employment Branch (N11B2) in the work of Marine Employment.
You will be responsible for providing assistance on external hiring for Merit Promotion processes and procedures to staff and management within the guidelines, resources of Civilian Marine Personnel Instructions (CMPIs) and supervisory guidance.
You will be responsible for responding to routine customer inquiries in accordance with established timelines
You will be responsible for assisting with processing of new employees
You will be responsible for performing routine research on assigned external hiring and Merit Promotion processes and procedures and submits developed products by the due date
You will be responsible for updating and maintaining assigned electronic files via Human Resources Management Systems within established timelines.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience reviewing internal and external applications received through an announcement or by noncompetitive means for basic eligibility in accordance with the requirements.
Experience answering inquiries from applicants, determining the kind and level of work in which they are interested and previous federal employment to advise on employment opportunities.
Experience explaining employment procedures to employees and management and advising applicants on the adequacy of information provided in applications for employment.
Experience reviewing selection certificates to ensure the proper adherence to referral categories and merit principles and ensuring the required documentation of selection is complete.
Experience assisting with processing new employees.
Experience creating oral presentations on assigned external hiring topics that reflect proper planning, organizing, and appropriate pertinent information to address the topic, issue, or situation.
