The primary purpose of this position is to manage changes and configuration of the USSPACECOM IT Architecture and Environment.
Duties
Serve as C4 technology advisor on the management of cyber and telecommunications policy, planning and resourcing.
Oversees and operates IT portfolio organization and execution.
Analyzes selection, control, and evaluation of IT enterprise investment decisions.
Represents organization to external organizations and at conferences on enterprise information environment portfolio application and system architectures, requirements, planning, development, and acquisition.

SPECIALIZED EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in other pay systems which includes: Applying a wide range of IT principles, systems analysis concepts and techniques, and security methods and principles sufficient to evaluate new and emerging information technologies; Involvement with budgetary processes, cost-benefit analysis and program management methods, IT best practice frameworks, and business process and performance data analysis techniques sufficient to anticipate and refine functional requirements and to formulate persuasive budget recommendations in support of IT requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of a wide range of wide range of IT principles, systems analysis concepts and techniques, and security methods and principles sufficient to evaluate new and emerging information technologies; to assess the feasibility of proposed system designs; and to measure the effectiveness of new system architecture solutions and integration techniques.
Extensive knowledge of IT policy, programming, and planning principles, procedure, regulations, and precedents; procurement techniques and requirements; and program/portfolio management concepts and practices sufficient to develop policy and guidelines related to IT infrastructure and operations and to evaluate acquisition documents for systems enhancements.
Skill to develop plans and techniques to fit new situations to improve overall program and policies; and establish precedents in application of problem-solving techniques to enhance existing processes. Ability to anticipates problems and develop sound solutions and action plans to ensure program/mission accomplishment.
Knowledge of budgetary processes, cost-benefit analysis and program management methods, IT best practice frameworks, and business process and performance data analysis techniques sufficient to anticipate and refine functional requirements and to formulate persuasive budget recommendations in support of IT requirements.
Ability to analyze complexities of existing and emerging technology; review, revise, and develop policy; evaluate plans for enhancements; and provide technical, programmatic, and cost analysis information to render informed judgments. Ability to plan, organize, and direct complex projects, leading small groups of subject matter experts, resulting in problem resolution. Ability to communicate concisely both orally and in writing.
Knowledge of cybersecurity principles, operational impacts of cybersecurity lapses and organizational requirements (relevant to confidentiality, integrity, availability, authentication, non-repudiation). Knowledge of risk management processes (e.g., methods for assessing and mitigating risk).
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
