About the Position: This position is located at 49th Medical Group, Holloman Air Force Base, New Mexico.
Duties
Serve as the Medical Emergency Manager planning and coordinating response plans and training.
Direct activities of the Medical Readiness Program by ensuring programs comply with legal and regulatory requirements and meet customer needs.
Develop and provide local Medical Disaster Program guidance to wing units including appropriate medical response and survival under emergency situations.
Monitor emergency response program operations and requirements ensuring actions taken are in accordance with regulations to coordinate, plan, and execute disease containment during Public Health Emergencies, or incidents of Public Health concerns.
Direct medical readiness related meetings, response plans, recall rosters, status reports, training schedules, and other related activities and tools.
Oversee resource requirements for equipment/supplies and training for readiness response teams.
Provide medical response, subject-matter expertise, and support to the Emergency Operations Center director, incident commander, and responders.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- Position requires the incumbent to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- A one-year probationary period is required if the selectee has not previously met this requirement.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross. Advanced certification (e.g., ALS) does not supersede BLS.
- Frequent shifts in working hours and extended periods of overtime may be required. Night or weekend shifts can be expected if situation
warrants immediate medical contingency response action.
- This position requires Tuberculosis Testing and/or record of Tuberculosis Testing.
- Incumbent must successfully complete the Medical Readiness Management Course (MRMC) in accordance with Air Force guidance after selection.
- Incumbent must successfully complete the initial level of the Public Health Emergency Management Course (PHEM) within one year of designation as a MEM and complete sustainment training every subsequent 4 years in the role IAW DoDi 6200.03.

Basic Requirements for Medical Readiness Specialist:
Specialized Experience: One year of specialized experience which includes providing medical disaster guidance for emergency situations; developing criteria for exercising contingency response plans; and monitoring emergency response program operation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Emergency Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
