Duties
PRIMARY PURPOSE: To exercise second level supervisory and managerial authorities over the 49th Operations Group. With the commander, oversee the complex, numerous, and varied day-to-day training and operational flying responsibilities of the group. Authorized to make technical and executive decisions for the 49th Operations Group Commander in all areas of functional responsibility; represents the group and the command at meetings, conferences, official functions, and community events, and, when acting as the senior group official in the absence of the commander, possesses the same authority and prerogatives as the commander, excluding UCMJ authority which is vested in military officers only. Exercises second level supervisory and managerial authorities.
DUTIES:
As deputy to the commander, plans, organizes, and oversees the day-to-day training and operational flight activities of the 49th Operations Group.
Exercises supervisory personnel management responsibilities.
Represents the 49th Operations Group with a variety of installation and functional area organizations.
Participates in special projects and initiatives, and performs special assignments, to include long-term planning, functional/technical advice and guidance, and continuity of management.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Position is designated special-sensitive and requires a Top-Secret Clearance with eligibility for access to Sensitive Compartmented Information (SCI).
- Requires frequent presence on an operational Air Force flight line. Must be able to meet, or be capable of meeting, requirements for unescorted flight line access and certification to operate a motor vehicle on the flight line.
- Previous MQ-1 or MQ-9 qualification is desired.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.
In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301)
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector) which includes: Knowledge of large, complex organizations that conduct student and instructor flying training operations, and the application of rated aviator expertise as a pilot. Knowledge of safety and security regulations, practices, and procedures. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to Air Force and Air Education and Training Command programmed flight training, financial management directives, and wing-level activities and operations involving Civil Engineering, Personnel, Manpower, Logistics, Maintenance, and Operations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of large, complex organizations that conduct student and instructor flying training operations, and the application of rated aviator expertise as a pilot.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
