The primary purpose of this position is: To serve as Chief of Protocol for the 49th Wing and to plan, manage, and organize all protocol activities to include ceremonies, conferences, briefings, official and social functions, and visiting dignitaries.
Duties
Directs and manages the 49 WG Protocol Office. Provides policy and procedural guidance for the 49th Wing Commander and other applicable agencies as the host wing to the largest Remotely Piloted Aircraft (RPA) Formal Training Unit (FTU), AETC's 54th Fighter Group F-16 FTU, AFMC's 96th Test Group, and the German Air Force's Flying Training Center (FTC) concerning proper protocol requirements for visiting dignitaries, military ceremonies, conferences, official meetings, briefings, etc.
Serves as protocol advisor to 49th Wing Commander, staff, and functional base level points of contact. Plans, designs, and arranges or provides protocol advice to the Commander on a wide variety of formal and informal ceremonies, meetings, receptions, and other functions in support of ACC, AETC, and AFMC's diverse local missions. Prepares a recommended guest list for review and approval. Prepares and sends invitations and tracks responses. Meets with club staff and determines appropriate menu, refreshments, escorts, and seating arrangements for the functions.
Manages the Wing Commander's Contingency Fund and use of Non-appropriated Funds. Authorizes and commits government funds within the area of responsibility and makes authorized payments. Assists in the justification, preparation and submission of protocol budget according to guidance provided by the budget office. Prepares funding requests to support official visits. Submits detailed vouchers following each visit that is paid in full or part from the contingency fund. Tracks all gifts and recipients and provides input to status of report of funds activities. Accomplishes research and advises as to the propriety of expenditures to ensure compliance with Air Force and DOD directives.
Directs the submission and maintenance of protocol rosters, reports and correspondence. Directs the data collection and preparation of reports for distribution to 49th Wing senior staff and tenant unit organizations upon request. Oversees the development and updating of informal visitor brochures. Oversees the development and maintenance of visitor and other protocol information files. Ensures the development of various protocol correspondence to include requests for funding, letters of appreciation, letters of invitations, etc., for the Commander's signature.

- Work may occasionally require travel away from the normal duty station. May be required to travel on military
and/or commercial aircraft.

- Must be able to obtain and maintain a SECRET security clearance.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes performing extensive knowledge of protocol concepts, principles, and techniques to establish, implement, and maintain a proactive protocol program requiring extensive knowledge of military traditions and skill in working with high level military and civilian officials. Knowledge of pertinent laws, regulations, policies, and precedents and local guidelines which affect the protocol program and related support resources. Skill and ability to use analytical techniques and evaluation criteria to the measurement and improvement of the protocol program.

EDUCATION: Successfully completed a Ph.D. or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the concepts, principles, and practices of a protocol program.
2. Knowledge of written and oral communication principles, methods, and techniques to conduct and coordinate protocol activities for a variety of organizations.
3. Knowledge and general understanding of Air Force, Major Command, and military traditions related to protocol.
4. Skill in gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendations.
5. Skill in working with people in attaining mutually positive ends, to include that of international partners.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
