You will serve as a Program Manager-OPSEC in the Corporate Logistics, Code 054 Division of OFFICE OF NAVAL RESEARCH.

Duties

You will be responsible for the implementation and maintenance of the OPSEC program covering the command and all supported Naval Research Enterprise (NRE) activities. You will provide planning, training, threat identification, evaluation of vulnerabilities and the implementation of countermeasures related to OPSEC. You will be responsible for managing, justifying, and tracking the budget associated with the OPSEC prgram. You will conduct regular reviews of publicly accessible processes and information to determine if the aggregation of information for programs constitutes OPSEC disclosure. You will interface across multiple functional areas within the command and external to the command.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • MSP/PPP applicants must currently hold the required security clearance.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-13) or pay band (NO-04) in the federal service or equivalent experience in the private or public sector in order to perform the duties of a Program Manager. Specialized experience must include some or all of the following: 1) Managing and executing an operations Security Program; 2) Managing and executing the Insider Threat Program; 3) Demonstrating the ability to communicate orally and in writing with various levels of high-ranking civilian and military personnel; 4) Working effectively with employees of ONR HQ and supported subordinate commands and other organizations, whether in a team setting or independently; and 5) Analyzing problems and formulating practical solutions.
