You will serve as a FINANCIAL MANAGEMENT ANALYST in the Comptroller Department (N8), Financial Compliance and Policy (N80)
of MILITARY SEALIFT COMMAND.
Duties
You will formulate goals, plans, procedures and work plans supporting the development and execution of the Audit Readiness program.
You will be auditing readiness directives and guidelines, and disseminating to applicable functional areas including accounting, financial, and managerial functions.
You will apply detailed Financial Improvement Audit Readiness (FIAR) guidance to support a consolidated Audit Readiness strategy for the command.
You will analyze program areas including governance and responsibilities.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level One certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the 09-grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience control design assessments; minimum documentation requirements; testing effectiveness of controls; certification guidelines; metrics and reporting; systems assertions; and continuous monitoring/sustainment.
Experience formulating budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates.
Experience reviewing and evaluating budget requests; control, and reporting of obligations and expenditures.
Experience applying detailed Financial Improvement Audit Readiness (FIAR) guidance to support a consolidated Audit Readiness strategy for the command.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher-level graduate education leading to such a degree
or
LL.M., if related
