This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13.
You will serve as the Amphibious Assault Ships (LHA(R)) Business Operations Manager in the Amphibious Warfare (LHA(R), LPD 17 FLT I/II) Program Office (PMS 377) of the Program Executive Office (PEO) Ships.
Duties
You will assist the LHA(R) Principal Acquisition Program Manager in acquisition documentation development at award, detail design and construction, and the tracking and reporting of funding, budgeting and spending.
You will develop strategies, objectives, plans, procedures and directives to manage and report on business operations, acquisition funding and budgeting of LHA(R) Amphibious Assault Ships.
You will analyze and evaluate the progress of LHA(R) program funding and budgeting initiatives, ensuring sufficient financial resources for conformance with Naval Sea Systems Command (NAVSEA) requirements and plans.
You will monitor and correct LHA(R) business operations, funding, budgeting and spending problems during acquisition, design and construction of ships and associated material and services.
You will develop or coordinate development of LHA(R) program purchase requests, proposals, and participate in negotiations and source selections.
You will maintain close contact with LHA(R) program participants internal and external to the program office to ensure lines of communication are maintained between all program stakeholders.
You will initiate, participate in, and chair, meetings and conferences with Navy, shipbuilder and other contractor personnel to provide and direct LHA(R) program business operations actions.
You will resolve inconsistencies that arise during award, funding, budgeting and spending for the construction, test, trials and post delivery of the LHA(R).

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-2 broadband level (GS-11 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying analytical and evaluative methods and techniques to measure the effectiveness, efficiency, or productivity of administrative or technical programs.
