About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W6EC01 US ARMY ACQUISITION SUPPORT CENTER.

Duties

Responsible for the budget and accounting functions entailing the formulation, analysis, monitoring, execution, and coordination of the Army Threat Simulator (ATS) appropriated and reimbursable budget. Perform short- and long-range planning, review, analysis, and evaluation of program goals and objectives. Performs acquisition management for the Cyber Security Operations Center (CSOC). Oversees and maintains the CSOC and related program budgets in support of Division budget efforts. Continually analyzes and assesses the use of resources in meeting program goals and objectives. Creates, staffs, and tracks Contract Requirement Packages (CRP) in support of programmed and reimbursable mission needs. Responsible for providing expert advice and guidance within multiple budgetary areas including (1) execution; (2) review and analysis; and (3) financial reconciliation. Develops and monitors inputs into the Division’s Internal Operating Budgets (IOB) and Spend Plans.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Two year trial/probationary period may be required.
• In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
• Requires Temporary Duty (TDY) travel up to 10% of the time.
• Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 (or equivalent) investigation.
