About the Position: Incumbent will serve as a Domestic Abuse Victim Advocate Specialist providing comprehensive assistance and liaison services to and for victims of dating, intimate partner, and spouse abuse; parents and/or legal guardians when child advocacy is requested for child abuse/neglect cases.

Duties

Provide advocacy services to victims and survivors of domestic violence and abuse and families (protective parents) in child abuse and neglect cases. Facilitate briefings on prevention of and intervention for domestic violence and child abuse and child neglect. Assist with completion of vital forms to obtain a restraining order, write a victim impact statement, and complete the transitional compensation packet for legal review. Maintain contact with victims during crisis intervention to assist with de- escalation, stabilization and securing a safe living environment. Make referrals to appropriate agencies and services offered outside of the organization. Utilize a trauma-informed approach with victims of abuse executing lethality assessments, safety planning, explanation of restricted reporting, and non-clinical counseling.

  • This position requires regular contact with children under the age 18 and a favorable determination of suitability to do so.
  • Must obtain and maintain a Tier I background check with Child Care State Criminal History Check during the duration of employment.
  • May be required to work other than normal duty hours, on-call, or rotational shifts.
  • May be required to lift and/or carry up to 25 lbs.; walking and standing is also expected during training and other related events.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.

Current Department of Army Civilian Employees In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Domestic Abuse Victim Advocate Specialist: Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Criminal Justice, Psychology, Sociology, Social Work, or Counseling. OR Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes providing professional advocate services to victims of domestic violence to include both spouse and child abuse; conducting assessments with victims of domestic violence to include spouses and children to evaluate needs and risks; recognizing the need for professional intervention and referral to appropriate services; and conducting training workshops/seminars on domestic violence in support of a family advocate program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Criminal Justice, Psychology, Sociology, Social Work, or Counseling. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Selective Placement Factor: This position has a selective placement factor which must be met prior to employment and for continued employment. Position requires bilingual employee to interpret and speak Spanish to English and English to Spanish. You will be evaluated on the basis of your level of competency in the following areas: Customer ServiceEducation and TrainingInterpersonal SkillsTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
