This position is located in the Veterans Benefits Administration (VBA) in the Office of Human Capital Services (HCS). HCS provides world-class customer service to the public and VBA employees who serve Veterans while ensuring positive interactions through efficient and effective employee life cycle management. The incumbent is assigned to the Executive Management Team and reports to the Chief, Executive Management Team, who serves as the immediate supervisor.

Duties

Specific duties include: The primary purpose of this position is to provide objectively based information for making decisions on the administrative aspects of organizational operations and management. The incumbent performs a variety of substantive analytical, advisory work, oversight, and direction of complex scheduling and extensive calendar management, as well as management of content and flow of information to senior executives. The incumbent is to relieve the Executive Director of time demands associated with matters concerning administration, coordination, and other similar activities that are crucial to maintaining the functionality of the office and its administrative programs. Major Duties: Researches, investigates, and conducts comprehensive studies relating to the effectiveness and efficiency of major administrative and management operations. Establishes schedules for planning, coordination, and accomplishment of work to facilitate the planning process for HCS Staff work. Makes recommendations for new or modified developments, priorities, and objectives to improve the performance in mission-related programs. Conducts formal and informal presentations, as required, to justify and defend programmatic aspects of mission-critical programs. Performs comprehensive program analysis and evaluation, taking into consideration factors such as cost effectiveness, attainment of program goals and objectives, and compliance with pertinent legal and regulatory guidelines. Assists managers and staff by projecting staffing needs, provides assistance with writing position descriptions, assists with developing job analyses, assists with preparing performance plans, reviews performance appraisals for technical accuracy and drafts disciplinary and adverse actions. Obtains guidance from Labor Employee Relations (LER) for management on the application of regulatory rules on issues from abuse of leave, insubordination, reassignments, realignments, change to lower grade and pay issues. Tracks status of appraisals and processing of incentive awards, obtains appropriate signatures and fund approval and submits for action. Keeps abreast of performance management policies and regulations. Provides for the overall administrative management of the organization such as maintaining hard and soft file systems. Define administrative requirements, and/or provide advice to management on related administrative issues. Applies new policies, provides advice on requirements, maintains administrative systems, and prepares administrative paperwork. Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous process improvement. Performs other related duties as assigned Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11, GS-12, GS-13. To qualify for this position, applicants must meet all requirements by the closing date of this announcement:10/15/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:GS-11: One year of specialized experience at the next lower grade level GS-9.Specialized experience is defined as: Experience gathering a variety of data specific to a program to extract pertinent data to make recommendations regarding operational or procedural changes. Experience in coordinating calendars to determine Executive Director availability for meetings, conferences, and other activities. Possess business acumen and communication skill sets to manage effective business partnerships with contracting officers, VBA business lines, and program participants. Experience planning, directing, controlling, and monitoring tasks to evaluate and/or correct deficiencies in program requirements, or policy development, or related support programs. Experience in coordinating, collecting, and controlling summary organizational performance data on a regular basis. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level, graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with the application. Education cannot be credited without documentation. OR Combination: A combination of education and experience described above may be used to qualify for this position. GS-12: One year of specialized experience at the next lower grade level GS-11.Specialized experience is defined as: Experience in performing a variety of administrative programs, including making travel arrangements for management and compiling information from a variety of sources to prepare reports; providing clerical and administrative support to supervisors and other key officials; fielding inquiries from a variety of customers and directing them to the appropriate personnel; and maintaining an executive's calendar by planning and scheduling appointments and meetings based on their priorities. Knowledge of administrative regulations and operating procedures plus skill in applying administrative inquiry techniques to gather evidence of compliance with regulations. Knowledge of data analytic techniques and experience creating summary reports to analyze trends in outputs and outcomes. Experience in performing a variety of administrative programs, including making travel arrangements for management and compiling information from a variety of sources to prepare reports; providing clerical and administrative support to supervisors and other key officials; fielding inquiries from a variety of customers and directing them to the appropriate personnel; and maintaining an executive's calendar by planning and scheduling appointments and meetings based on their priorities.**There is no educational substitution at this grade level.GS-13: One year of specialized experience at the next lower grade level GS-12.Specialized experience is defined as: Work that involves preparing detailed responses for executive concurrence and/or signature to external inquiries requiring minimal edits, having experience in managing the day-to-day operations of an Executive Director (SES) Front Office. Knowledge of reviewing and evaluating completed staff actions (memos, reports, studies, fact sheets, information papers) for the overall quality of the document, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with policy. Knowledge of data analysis techniques and practices. Demonstrated success applying standard project management principles and elements, including planning, Work Breakdown Structure (WBS), risk mitigation, on projects of medium-impact, and having served as a project manager successfully on at least one project. **There is no educational substitution at this grade level.** Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement.
