This position is located at the Gainesville Optometry Clinic in Gainesville, Florida. The incumbent is to function as the Administrative Officer for the Optometry Service Line across the North Florida/ South Georgia Veterans Healthcare System with six current Optometry Sections. The Administrative Officer provides administrative leadership and support to the service's clinical leadership in support of the Optometry service throughout the health care system.
Duties
The duties required to fulfill this position include, but are not limited to:
Administers the Optometry Service information management systems and serves as the technical expert in the long and short-range planning of data objectives for the service.
Provides advice and counsel to staff on data management capabilities.
Plans application of data systems to meet local requirements, consults with appropriate Healthcare System resources to design, implement and maintain specific subsystems, and ensures timely completion of projects.
Develops, implements, and ensures compliance with plans, policies, standards, infrastructures, and architectures that establish the framework for the management of information and programs.
Responsible for the coordination and facilitation of agreements and cooperative arrangements with other State and Federal government agencies, universities, and private organizations.
Requires knowledge and understanding of affiliation regulations and VHA guidance on residency and other medical and allied medical service training regulations.
Designs studies, training, and organizational strategies for identifying opportunities to improve customer service and process quality. Assists local and Health System Management to develop quality improvement plans.
Coordinates credentialing and privileging process and maintenance of files required by standards of internal and external review agencies such as The Joint Commission on Accreditation (TJC) and Office of Inspector General (OIG/CAP).
Validates workload to assure the accuracy of the data in the Optometry Department workload databases such as VHA Support Service Center (VSSC).
Ensures accurate and timely transmission of the monthly DSS reports. Incumbent collects, analyses, and validates various data concerning patient care and administrative activities and generates reports to benchmark or performance standards.
Routinely analyses patient satisfaction related data and information and develops responses and action plans.
Sets priorities and establishes schedules; evaluates performance, recommends promotions and awards; approves requests for leave; identifies training needs; and recommends disciplinary action as required.
Oversees fee basis program for Optometry, establishing fee allocations and monitoring fee expenditures to assure that fee providers do not exceed calendar year allocations.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/21/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-9 position you must have served 52 weeks at the GS-7.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Determine potential management analysis projects and studies to achieve organizational success.
Define information, data, and systems requirements.
Provide a staff resource to create, plan, implement, monitor, and manage studies of healthcare management.
Survey, evaluate, and analyze data and forecasts the allocation of resources such as budget, space, personnel, staffing plans, labor mapping, workload and equipment.
Facilitate the analysis of healthcare management based upon financial and management factors.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree OR, 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related. Physical Requirements: The work is primarily sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items, such as papers, books, and files. No special physical demands are required to perform the work.
