The employee will serve as a Financial Systems Analyst within the Office of Budget and Financial Management (OBFM). The incumbent will support and maintain financial management systems and related software, supporting accounting, budget, auditing requirements, and related programs requiring Agency financial data.
Duties
Position Overview
The incumbent will maintain databases, software, and various financial tools as a subject matter expert on financial management data, systems, and processes. The position includes performing administrator functions and daily maintenance for the Agency's internal corporate performance management solution. Additionally, the incumbent will support the monitoring and reporting of current, historical, and projected financial performance and key business and risk metrics for the Agency.
Major Duties & Responsibilities
The Financial System Analyst duties listed below are at the EL-12 grade level. Depending on the grade level selected, the incumbent will perform the following duties with varying levels of supervision and difficulty:
Participate in the implementation of a new financial management system or application to use new software.
Coordinate the involvement of contract staff in the implementation of financial management systems and ensured assigned deliverables were completed on time.
Serve as administrator for an integrated financial management system including budget formulation and execution, accounting transactions, invoicing, and cost modeling, which generated accurate budgetary data for satisfied internal agency-specific data reporting requirements.
Trace data errors and create financial reports from the bottom up with a variety of financial systems for colleagues and management.
Use low code/no code platforms to streamline or improve efficiency of data reporting, data reconciliations, or report delivery, other business improvements.
Transform raw data from multiple sources into usable formats for reporting and analysis.
Work directly with system business rules including modifying and accurately building the business rules.
Utilize one or more data analysis tools, machine learning, or robotics software products such as UiPath, SQL, Python, Tableau, or Power BI.
Investigate and identify the root cause of variances and data discrepancies between systems and report views.
Manage financial management projects at an agency level that include coordination with agency stakeholders, managing the project milestones, managing contract deliverables, and developing and briefing status reports to senior management.
Develop recommendations and advise management of opportunities to improve or enhance specific financial operations tasks using innovative tools and software.
Develop and analyze financial and non-financial management issues, such as financial metrics, benchmarking, workflow process improvements related to and financial management, contracting and associated systems improvements.
Develop analytical information on projects or for management by developing data models, conducting analysis of data provided to the project team, and provided the results to the team.
Develop and provide results in graphic formats from analytical models to support existing agency level policies and functions to supervisors for use in decision-making.
Perform other duties as assigned.

Qualifications
You may qualify for your desired series and grade level if you meet the following qualification requirements:
MINIMUM QUALIFICATIONS:
Minimum Qualification EL-11: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level and/or directly related education as described below. From the description below, if you choose options "B" or "C" you must provide transcripts with your application.
A. Experience: I qualify for the EL/GS-11 because I have at least 52 weeks of specialized experience at the EL/GS-09 or equivalent demonstrating work experience with the following:
Maintaining financial management systems, databases, and applications.
Applying oversight policies and procedures for financial management systems.
Monitoring the automated recording of financial transactions.
Identifying opportunities to improve or enhance the administration of financial systems.
Utilizing financial and analytical tools to develop modeling and forecasting to preform financial analysis, reporting, dashboards, and visualizations.

B. Education: Completion of three (3) academic years of higher graduate-level education, or a Ph.D. or equivalent doctoral degree from an accredited college of university directly related to the work of the position, or an LL.M, if related.

C. Combination of education and experience as described above in options "A" and "B". Note: Less than one year of specialized experience may be combined with graduate education more than the amount required for the next lower grade level. Two academic years of graduate education is the number of credits hours determined to represent two academic years of full-time study (i.e., 36 semester hours (or 54 quarter hours).

Implementing and maintaining financial management systems, databases, and applications.
Applying oversight policies and procedures for financial management systems.
Monitoring and evaluating the automated recording of financial transactions and ensuring accuracy in reporting of these transactions.
Identifying opportunities to improve or enhance the administration of financial systems and making recommendations to management.
Utilizing financial and analytical tools to develop modeling and forecasting to preform financial analysis, reporting, dashboards, and visualizations.
Monitoring relevant financial management guidance and regulations from OMG, GAO, OPM or other authorities and identifying needed changes in current financial management policies or procedures.
