You will serve as a FINANCIAL MANAGEMENT ANALYST in the SUPPLY DEPARTMENT of MARFORCOM NORFOLK.
Duties
You will serve as the Level 4 principal agent for financial management.
You will be responsible for the management of budget, fiscal resourcing, accountability, and fiscal planning.
You will be responsible for service policies and procedures, specifically those pertaining to fiscal resource management.
You will be responsible for resource planning, expenditures, and accountability.
You will prepare cost analysts and budgets for all operations, missions, and requirements.
You will ensure proper distribution of funds.
You will analyze the costs and benefits of alternative methods of financial management for the organization's programs and administrative operations.
You will implement legal and regulatory controls over approved budgets while providing funding justifications for the year.
You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs.
You will develop and formulate a major segment of an installation's budget request for the coming fiscal year.
You will prepare a wide variety of reports covering the status of funds, expenses and obligations, as required by higher authority.
You will review estimates for compliance with applicable regulations and procedures.
Requirements

- You will be required to obtain and maintain a current valid United States driver’s license.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Perform advanced systems analyses in designing, developing, and implementing new or revised financial management systems or procedures ; formulate a budget and forecast recurring requirements based off of historical data; determine organizational compliance with financial directives; and communicate across multiple functional areas and sections to articulate and/or prioritize requests on fiscal resource management.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- I have successfully completed a Ph.D. or equivalent doctoral degree OR
- I have successfully completed 3 full years of progressively higher level graduate education leading to such a degree OR
- I have successfully completed a LL.M., if related to the position being filled OR
- I have a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
