This position is located with Bonneville Power Administration, in the Contract Administration & Settlements (PTKC) organization in Scheduling Coordination (PTK), Bulk Marketing (PT), Power Services (P).
A successful candidate in the Public Utilities Specialist (Settlement Analyst) position will serve as a Settlements Analyst performing work to reconcile Power schedules and invoices in accordance with provisions of surplus sales and purchase contracts and long-term agreements.
Duties
As a Public Utilities Specialist (Settlement Analyst), you will:
Review, research, and reconcile bilateral market settlement transactions and scheduling data to ensure the accuracy of deal terms for billing and invoicing accuracy.
Coordinates with scheduling, marketing, contracts, billing and finance staff to gather and research correct transaction data for bilateral market activity, resolve settlement issues, and complete scheduling and invoice reconciliation on a monthly basis.
Compiles and reviews data from multiple systems to validate bilateral market settlement calculations and terms.
Validates internal system-generated settlements and works with appropriate external counterparties to ensure agreement of settlement outcomes.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service.
Specialized experience for this position is defined as:
1) PROJECT MANAGEMENT: Successfully managing a large and complex set of customer settlement reconciliation and invoicing, leading research and evaluation of industry settlement initiatives with a variety of stakeholders across the industry, including in Bulk Marketing, Contracts, Billing, and Accounts Payable, along with internal and external stakeholders to BPA; and
2) TECHNICAL COMPETENCE: Leading the design and implementation of technical and complex new market initiatives or new trading and scheduling products related to settlements; Leading efforts in innovation of workflows and system enhancements to more efficiently and accurately settle with our customers ensuring BPA meets its financial obligations.
