You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS) in the Civilian Benefits Center of OCHR OPERATIONS CENTER.

Duties

You will be responsible for providing expert advice and guidance to subordinate staff, OCHR Operations leadership, and interpret and implement higher level policies, guidelines and directives. You will provide direction on complex issues pertaining to retirement and/or employee benefits and provide support to the Office of General Counsel (OGC) in third party representation cases. You will develop and/or update Civilian Benefits Center (CBC) instructions, processes and procedures. You will conduct briefings regarding retirement and benefits and assist in developing training agendas and material for internal and/or external training classes. You will support and assist with regulatory audits, assessments and provide requested documentation and data, responding to inquiries. You will make recommendations for revisions to policy and drafts procedural guidelines. You will assign work to staff based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. You will develop performance plans, evaluate performance, provide advice, counseling or instructions to team on both work and administrative matters, and find ways to improve production or increase the quality of the work directed.

  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing expertise in comprehensive and thorough knowledge of laws, regulations, policies and precedents pertaining to complex issues in employee benefits and federal civilian retirements (e.g., retirement, life insurance, health benefits, thrift savings plan, and injury compensation); providing advisory counseling services to customers on the impact and implications of benefits and retirement laws, regulations, entitlements, and obligations; delivering employee benefits and/or retirement training and writing standard operating procedures (SOPs); and directing a subordinate staff in centralized operations focused in ensuring quality and timely customer support (e.g., retirement benefits, health/life insurance, and Thrift Savings Plan (TSP)).
