You will serve as a IT SPECIALIST (INFOSEC) within NAVAL SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status.

Duties

You will manage and oversee the implementation and adherence to security protocols and COMSEC guidelines across various departments. You will assist in monitoring and maintaining the Command’s COMSEC material allowance, which involves the proper storage and adequate physical security of the COMSEC material held by the account. You will provide leadership, management, and guidance of COMSEC policy, while also training government and contractor personnel on COMSEC procedures. You will assist in carrying out all actions associated with the receipt, handling, issuing, safeguarding, accounting and disposition of all COMSEC material assigned to a COMSEC account. You will operate the Key Management Infrastructure (KMI) system, which includes system operation of the Management Client Host (MGC), Advanced Key Processor (AKP), High Assurance Internet Protocol Encryptor (HAIPE) device and other system components. You will move and relocate equipment.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Cyberspace Workforce position, work role code COMSEC Manager, proficiency level Advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing COMSEC responsibilities effectively, ensuring strict compliance and secure operations across all levels of communication. 2) Developing innovative solutions and strategies for the secure management and accountability of cryptographic materials. 3) Implementing rigorous protocols for COMSEC that enhance security while maintaining operational efficiency. 4) Maintaining records and files as required by the CMS 1 (Series); and ensures prompt and accurate preparation, signature, and submission of account correspondence, message, and accounting reports. 5) Coordinating with multiple departments to ensure seamless integration of COMSEC policies and guidelines, reflecting an acute understanding of complex regulatory environments.
