As a Program Specialist (Training Manager) you will: Serve as the VA Cleveland Regional Office Training Manager. The Training Manager plays a key role in the development and maintenance of a training infrastructure for the Regional Office by enhancing effectiveness and consistency of training initiatives, training communication, and serving as the point of contact for nationwide training initiatives.

Duties

The position is in the Office of the Director. The incumbent serves as an advisor to the Director of the Regional Office (RO) on training needs in the RO. The Major Duties of the Program Specialist (Training Manager) are, but are not limited to: Serves as the subject-matter expert (SME) and Point of Contact for the Talent Management System (TMS), Adobe Connect, Adobe Prime training systems, overseeing all TMS technical assistance for local, inter-agency, and VA stakeholders. Responds to all requests for information from District or Central Office that fall under the authority of the Training Manager and problem-solves any possible emergent situations. Serves as the Regional Office All Employee Survey Coordinator Create local TMS training plans for the station and divisions. assigning course work as needed and custom TMS course from scratch. Update internal training procedures, training SOPs, course material, and methods as guidance changes. Review training request and determine if they are valid and useful to the position as requested by the Director's Office, management, divisions, and employees. If acceptable, create a memo for approval that is signed off by the Assistant Director's, which then are submitted to SSD to be paid. Evaluating data-driven strengths and weaknesses via analytical reviews of the current training program (excel, tableau, TMS, Adobe Prime) and providing recommendations for improvement and modernization with division and senior leadership. Perform monthly reviews on the progress of all employee training hours, certifying that employees are on track to meet yearly training requirements. Attend all National Training Manager (TM), Change Management Agent (CMA), and TMS Community of Practice conference calls. Serves as the Power of Attorney (POA) manager for all Veterans Service Officers, County Veteran Service Officers, and Attorneys. Implement CSEM access requests and implement and approve remote systems access requests. Provide technical assistance for user are having issue with access or VA systems.

Qualifications

Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management's group coverage qualification standards, associated individual occupational requirements (IOR), and individual qualification standards covering white collar occupations in the Federal competitive service can be found here. To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Planning, coordinating, conducting, and overseeing training initiatives.

Education

There is no educational substitution for the GS-12 level.
