Duties
This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path.
As a MANAGEMENT AND PROGRAM ANALYST at the NH-0343-3 some of your typical work assignments may include:
Serves as a subject matter expert regarding and advisor to management on a variety of staff operations support of organizational initiatives to include assisting management with workforce planning; position management, and facilitation of hiring actions.
Lead cross functional matrix team efforts in performing research and analysis to respond to detailed questions in assigned area of responsibilities, in formulating or executing plans. Analyzes the requirements of the workforce to participate in the establishment of short and long range plans. Prepares and presents information and decision briefings at all management levels on select topics or program areas. Ensures integration, analysis, planning, issue identification, and path ahead established for timely and efficient execution of improvements. Develops reports and provides clear and concise briefing materials.
Identifies functional and cross functional processes as it relates to operations. Gathers data to identify critical processes and critical steps within processes. Identifies those processes most in need of business process re-engineering and develops and methods for monitoring program performance. Monitors completion of taskers and actions against established milestones and prepares material for presentation for management. Analyzes and evaluates the effectiveness of program operations to meet established goals.
Manages the directorate's administrative requirement including but not limited to: MDA Enterprise Task Management System, also known as Task Management Tool; Program Resource Internet Database Environment (PRIDE), Workforce Integration Tracking System (WITS), MDA Identity Management Gateway (MIMG), MDA Conference Request Tool Financial Management (FM) Certification Program, FM Learning Management System (FM LMS), staffing package development and review for leadership approval, training management, organization charts and associated overview briefings.
Captures, integrates, organizes and analyzes work force management data using a variety of statistical analysis software and data mining methods. Assesses data and systems to determine the type of data available and how it can be imported into other systems to reduce or eliminate manual reporting requirements for more efficiency. Evaluates data used in tools for use in the management and direction of programs.
Provides input to the Manager's Internal Control Program (MICP) in regards to identification of risks, risk mitigation strategies and associated testing. Determines irregularities or inaccuracies and advises manager of adjustments needed for correction. Duties include analyzing sensitive data requiring access to classified information.

Qualifications
You may qualify at the NH-03, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below:
(Candidates must meet at least 2 of the 3 specialized experience requirements)
Participating in formal and informal management sessions, including policy reviews, advisory boards or committees to include advisory services relating to hiring actions
Assisting hiring managers and supervisors on gathering information/data for hiring packages.
Reviewing data to identify and resolve discrepancies in preparation for preparing reports on program process.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
