You will serve as a HUMAN RESOURCES SPECIALIST in the Executive Management Programs Office, Assistant Secretary of the Navy (M&RA) WASHINGTON DC of ASSTSECNAV MR-A WASHINGTON DC. Salary: GS-12 $99,200-$128,956 Salary: GS-13 $117,962-$153,354

Duties

You will participate in one or more of the following executive management programs: (1) staffing (2) position classification/organization (3) employee relations (4) human resources development/career program management. You will plan, coordinate, and implement human resources necessary to address organizational redesign, realignments, and corporate management of SES. You will plan, conduct, and complete studies and projects in program areas. You will provide interpretation and instructions on laws, regulations, policies and procedures. You will conduct analyses through review of reports, evaluations, studies and command-level visits.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.

Qualifications

For the GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing program administration, and support of the Executive Cadre; Experience advising senior leadership on management issues and requests for interpretive guidance on laws, regulations, policies, and procedures that include all/or most of the HR specialty areas (i.e. staffing and recruiting, position classification, HR development, career program management). Experience developing guidance, procedures, and standards for new and changing program areas. For the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience advising leadership on recruitment, onboarding, and/or exit interviews. Experience developing, executing, and/or implementing onboarding plans, staffing and recruitment activities and/or programs. Experience initiating executive personnel operations.
