DIRECT HIRE AUTHORITY: This position is being filled through the office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens. Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference rules do not apply. Qualified Veterans will, however, be given full consideration for this position.
Duties
This position is located in the Acquisition Operations Branch (AOB), Acquisition Management Division, Bureau of Safety and Environmental Enforcement (BSEE). The AOB is responsible for delivering a high level of customer satisfaction by providing a full spectrum of acquisition services for BSEE and the Bureau of Ocean Energy Management (BOEM). The AOB purchases a wide variety of supplies and services including Information Technology, Environmental Studies, and many other commodities necessary to carry out the organizations' missions.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
Qualifications
To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying.
Basic Requirements for GS-12 Level: You must meet one of the following requirements to qualify for this position at the GS-12 level:
A. A 4-year course of study leading to a bachelor's degree with a major in any field; OR
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupied on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
Basic Requirements for GS-13: You must meet the following requirements to qualify for this position at the GS-13 level:
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions (listed below), including at least 4 years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND B. A 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupied on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver. Mandatory Training for GS-12 and GS-13: The Department of the Interior mandatory training requirements for the GS-12 and GS-13 grade level are based on the Federal Acquisition Certification in Contracting (FAC-C) Program training curriculum. You are required to have been issued a FAC-C (Professional) certification or equivalent Defense Acquisition Workforce Improvement Act (DAWIA) certification, or have taken the following courses:
CON 1100V: Contract Foundational Skills
CON 1200V: Contract Pre-Award
CON 1300V: Contract Award
CON 1400V: Contract Post-Award
CON 3990V: Contracting Certification Exam
You must provide a copy of your current FAC-C (Professional) certification or DAWIA certification. Copies of course training certificates, for the classes listed above, may be used to initially satisfy this requirement in lieu of the FAC-C (Professional) or DAWIA certifications. However, DOI must verify the validity of the FAC-C (Professional) or DAWIA certifications or training certificates before an appointment is made which may require additional documentation from you.
GS-12: To qualify at the GS-12 grade level, you must have at least one FULL year specialized experience equivalent to at least the GS-11 grade level. Specialized experience is experience that equipped the applicant with particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience include:
Applying procurement and contracting laws, regulations and policies to perform pre-award, post-award, negotiation, administration, termination, and close-out functions for contracts.
Preparing industry cost and price analysis; planning, managing, and directing contractual aspects of the procurement.
Identifying the sources of supply and services for an agency/organization; and analyzing and compiling report data.
Providing advice on procurement Statutes, regulations, policies, market trends, market research of the industry, socioeconomic programs, and selection of the procurement.
GS-13: To qualify at the GS-13 grade level, you must have at least one FULL year specialized experience equivalent to at least the GS-12 grade level. Specialized experience is experience that equipped the applicant with particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience include:
Preparing industry cost and price analysis; planning, managing, and directing contractual aspects of the procurement.
Identifying the sources of supply and services for an agency/organization; and analyzing and compiling report data.
Providing advice on procurement Statutes, regulations, policies, market trends, market research of the industry, socioeconomic programs, and selection of the procurement.
Analyzing procurement and contracting actions involving pre-award, post-award, negotiation, administration, termination and close out functions for complex, multidisciplinary, and multi-agency/office contracts.

Education: If this position requires specific educational course work to qualify, or you are qualifying based in whole or part on education, you are required to provide transcripts as proof of meeting the requirements.
