DIRECT HIRE AUTHORITY: This position is being filled through the office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens. Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference rules do not apply. Qualified Veterans will, however, be given full consideration for this position.

Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Management Division, Acquisition Programs Branch in Sterling, VA. The major duties of this position include but are not limited to the following: Serves as a senior policy advisor to provide expert guidance and analysis of findings on the interpretations of acquisition policies and regulations. Prepares detailed reports and recommendations based on analysis of new regulations and policies, summarizes key points and potential impact on acquisition, financial assistance, as well as related programs. Evaluates the impact of proposed policy changes on the bureau's acquisition and financial assistance operations, as well as related programs and ensures that all bureau specific policies comply with these changes. Conducts research and performs strategic analysis of complex statutory and regulatory requirements to gather and evaluate information, set goals/action plans, identify problem areas, and prepare summary reports. Develops new policies, procedures, and guidance documents for acquisitions, financial assistance, as well as related acquisition program areas based on research of relevant statues, regulations, policies and best practices. Maintains effective bureau procurement policies, procedures, templates, and guidance documents in accordance with changing statutory, regulatory, and Departmental policies. Serves as the bureau representative on Departmental working groups and collaborates with internal and external stakeholders, including contracting officers, other bureau, and Departmental representatives to gather input and feedback on acquisition policies. Relocation expenses are not authorized. Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee. Salary Rate Range Information: (Per Annum) Sterling, VA: GS-14: $139,395- $181,216 Salary: Salary is dependent upon the associated duty station which will be determined upon hire. The salary range listed is based on the associated General Schedule Locality Pay Tables as determined by Locality Pay Area Definitions. This position is being advertised as both location negotiable after selection and with a duty station of Sterling, VA with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address, and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval. This vacancy may be used to fill additional positions as vacancies become available. *First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

Qualifications

To qualify for this position, you must meet the (1) Basic Education Requirements, AND (2) Mandatory Required Training, AND (3) Specialized Experience for the series/grade to which you are applying. (1) Basic Educational Requirements: GS-14 You must meet the following requirements to qualify for this position at the GS-13 level: A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions (listed below), including at least 4 years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to successfully perform the work of the position. AND B. A 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupied on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade. (2) Mandatory Required Training Mandatory training for GS-13: The Department of Interior mandatory training requirements for the GS-13 grade level are based on Federal Acquisition Certification in Contracting FAC-C (Professional) Program training curriculum. You are required to have been issued a FAC-C (Professional) certification or equivalent Defense Acquisition Workforce Improvement Act (DAWIA) certification, or have taken the following courses: CON 1100V: Contract Foundational Skills CON 1200V: Contract Pre-Award CON 1300V: Contract Award CON 1400V: Contract Post-Award CON 3990V: Contracting Certification Exam A copy of the certification or classes must be submitted with your application. You must provide a copy of your current FAC-C (Professional) certification or DAWIA certification. Copies of course training certificates, for the classes listed above, may be used to initially satisfy this requirement in lieu of the FAC-C (Professional) or DAWIA certifications. However, DOI must verify the validity of the FAC-C (Professional) or DAWIA certifications or training certificates before an appointment is made which may require additional documentation from you. (3) Specialized Experience To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Demonstrated experience with a variety of complex federal acquisition operations and application of the Federal Acquisition Regulations (FAR). Demonstrated experience in interpreting, drafting, and advising on matters related to acquisition policy, procedure and/or guidance. Demonstrated experience conducting research and analyzing complex acquisition regulations, statutes, and policies. MUST MEET ALL
