DIRECT HIRE AUTHORITY: This position is being filled through the office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens. Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference rules do not apply. Qualified Veterans will, however, be given full consideration for this position.
Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Management Division, Acquisition & Financial Assistance Branch (AFAB), Sterling, VA .
This position is being advertised as both location negotiable after selection and with a duty station(s) of Sterling, VA with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval".
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1. Responsible for coaching and directing a team of professionals consisting of Senior Contract Specialists, Contract Specialists, Purchasing Agents and Procurement Technicians in the Acquisitions Branch in various procurement methods and innovation opportunities.
2. Leads the team in identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks.
3. Serves as advisor to Branch Chief on acquisition of highly complex equipment, supplies and services which have significant impact on this Agency's and other agencies' processes.
4. Serves as the focal point for formal source selection procedures. Responsible for making source selection decisions and briefing senior officials within this Department and other Agencies. These officials are senior executives ranging from Division Directors to Assistant Secretaries.
5. Serves as lead negotiator and/or team leader during complex contractual negotiations.
The Acquisition & Financial Assistance Branch has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval..
Salary Information
Sterling, VA
GS-14: (Step 1) $132,368 to (step 10) $172,075 per annum.
Remote Location: The salary for the selectee will be adjusted to include any locality-based pay entitlements as it pertains to the remote work location.
The GS-14 salary range starts at $116,393 per year.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Educational Requirements, (2) Mandatory Training Requirements AND (3) Specialized Experience for the series to which you are applying.
(1) Educational Requirements:
You must meet the following requirements to qualify for this position at the GS-14 level:
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions (listed below), including at least 4 years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
AND
B. A 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupied on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.
(2) Mandatory Training for GS-13: The Department of the Interior mandatory training requirements for the GS-13 grade level are based on the Federal Acquisition Certification in Contracting (FAC-C) Program training curriculum. You are required to have completed all training courses as listed below or have been issued a Level II or III FAC-C or a current Level II or III Defense Acquisition Workforce Improvement Act (DAWIA) in Contracting.

A copy of a current or lapsed Level II or III FAC-P or a copy of a current Level II or III DAWIA may be used to initially satisfy this requirement in lieu of individual course certificates. However, DOI must verify the validity of the FAC-P or DAWIA before an appointment is made which may require additional documentation from you.
(3) Specialized Experience GS-14: To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration.
2. Incorporating procurement innovation strategies (such as down select, on-the-spot consensus, comparative evaluations, and other techniques) into various contracting activities.
