Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Management Division, Acquisition & Financial Assistance Branch, Sterling, VA.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Execute contract closeout activities for contract, cooperative agreements, and interagency agreements, ensuring completion of contract, final payment, and resolution of all outstanding issues.
2. Review expired contracts, cooperative agreements, and interagency agreements to determine appropriate closeout activities including excess deobligations in accordance with established policies and procedures.
3. Effectively communicate with appropriate parties (i.e., contractors, customers, etc.) to ensure closeout process and checklists are completed accurately.
4. Complete desk audits and indirect cost analysis including contracts covering multiple fiscal years.
5. Collaborate with Program Offices, Contracting Officers, and the Finance Division to ensure proper analysis and reconciliation of variances prior to closeout.
6. Manage and track requests received via the BSEE Closeout/UDO Mailbox.
7. Work collaboratively with the Finance Division to reduce Undelivered Orders.
8. Coordinate archiving of hard copy closeout files with the Acquisition Programs Branch.
The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
GS-13 Step 1 $117,962 - step 10 $153,354 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Mandatory Training AND (3) Specialized Experience for the series to which you are applying.
(1) Basic Educational Requirements:
In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:
A. Degree: A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
AND
B. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions (listed below), including at least 4 years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to successfully perform the work of the position.

(2) Mandatory Required Training
Mandatory training for GS-13: The Department of Interior mandatory training requirements for the GS-13 grade level are based on Federal Acquisition Certification in Contracting FAC-C (Professional) Program training curriculum. You are required to have been issued a FAC-C (Professional) certification or equivalent Defense Acquisition Workforce Improvement Act (DAWIA) certification, or have taken the following courses:
CON 1100V: Contract Foundational Skills
CON 1200V: Contract Pre-Award
CON 1300V: Contract Award
CON 1400V: Contract Post-Award
CON 3990V: Contracting Certification Exam
A copy of the certification or classes must be submitted with your application.
You must provide copies of course training certificates as part of the application package to validate completion. A copy of a current or lapsed Level II or III FAC-P or a copy of a current Level II or III DAWIA may be used to initially satisfy this requirement in lieu of individual course certificates. However, DOI must verify the validity of the FAC-C or DAWIA before an appointment is made which may require additional documentation from you.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupied on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade..
(3) Specialized Experience
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
Performing various close-out activities related to "Contracts" (i.e., verifying final payment and contract balance, preparing closeout modifications, completing contract completion statements, closeout checklists, etc.).
Performing various close-out activities related to "Interagency Agreements" (i.e., verifying final payment and contract balance, preparing closeout modifications, completing contract completion statements, closeout checklists, etc.).
Performing various close-out activities related to "Financial Assistance/Cooperative Agreements" (i.e., verifying final payment and contract balance, preparing closeout modifications, completing contract completion statements, closeout checklists, etc.)
Must meet all.

You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
