This announcement is to solicit interest among talented prospects - that is a recent graduate* with a one to two-year career developmental opportunity as a Program Specialist. Incumbents selected for the position will be responsible with close levels of supervision in performing administrative, analytical, and evaluative work related to an assigned program area.
*Recent graduate is one that graduated within the past 2 years; eligible active-duty veterans may be eligible for an exception.
Duties
Assists higher graded specialists to develop, manage, and evaluate program administration procedures and processes.
Collaborates with internal and external stake holders to assess program obligations and to complete assignments.
Uses software applications to maintain electronic records and database systems.
Utilizes computers and computer applications such as Microsoft Word, Excel, and Access to prepare documents, spreadsheets, reports, and correspondences.
Analyzes and evaluates administrative work requirements and plans, assists with writing recommendations.
Adheres to program compliance policies, regulations, protocols, and legislation modifications or updates.
Assists in monitoring activities, providing guidance, and offering support to staff.
Serves as staff liaison ensuring that program requirements, and objectives are coordinated and completed.

Recent Graduate Eligibility Requirements
In order to be eligible for an appointment under the Pathways Recent Graduate Program you must meet the following requirements:
You must be a recent graduate who has completed, within the previous two years, an associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution such as an accredited technical or vocational school; a 2- or 4-year college or university; a graduate or professional school (e.g., law school, medical school); or a post-secondary home school curriculum. Note: Certificate program is defined as post-secondary education in a qualifying educational institution equal to at least one academic year of full-time study that's part of an accredited college-level, technical, trade, vocational, or business school curriculum.
Veterans who were precluded from applying due to their military service obligation begin their 2-year eligibility period upon release or discharge from active duty; however, eligibility for these veterans cannot exceed 6 years from the date on which the degree or certificate was obtained. The date of release or discharge from active duty should be later than the date the degree or certificate was obtained.
Qualification Requirements
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

To meet eligibility requirements for this position under the Recent Graduate Program, applicants must have completed an associate's, bachelor's, master's, professional, doctorate, vocational, technical degree certificate, or qualifying career or technical education programs from a qualifying educational institution, within the last 2 years. A veteran, who, due to military service obligations was unable to apply within 2 years of receiving their degree, has as much as 6 years after degree completion to apply.
In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-
MINIMUM QUALIFICATIONS:
GS-07 Education: One year of graduate level education or superior academic achievement.
NOTE: You must submit a copy of official transcripts.
GS-09 Education: Master's or equivalent graduate degree or 2 years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

Applicants MUST MEET the following eligibility requirements to participate in the Pathways Recent Graduate Program:
A. Have completed, within the last two (2) years* as of the closing date of this announcement, a qualifying associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying education institute. *Veterans who were unable to apply within two (2) years of receiving their degree, due to military service obligation, may be extended up to six years.
Note: You must submit transcripts (unofficial or official) and/or a letter from an education institute stating that you have meet all degree requirements; to be considered eligible for the Pathways Recent Graduate Program. Official transcripts will be required prior to an official job offer, if selected for this position.
Note: Applications can be accepted from students who expect to complete qualifying education within 9 months from the date of application. Education was completed successfully before the applicant can be appointed.
