The primary purpose of this position is: To receive, distribute, record, and process all incoming, outgoing and intra-base accountable (registered, express, certified, and insured) and non-accountable official communications, as well as the safeguarding and processing of classified mail, in support of the official mail cost control program.
Duties
DUTY 1: Provides official/personal mail service in accordance with DoD 4525.6-, DoD Postal Manual, DoDM 4525.-8_AFMAN 33-306, DoD Official Mail Manual, DODI 4525.9, DoD Military Postal Service, and AFMAN 33-365, DoD Official Mail Management. Receives and dispatches mail to/from the USPS, UPS and FedEx. Sorts, processes, and delivers incoming correspondence to Activity Distribution Offices (ADO) representatives.
DUTY 2: Prepares digests of condensed subject matter, enabling recipients to assign action without having to read entire file of precedent correspondence in order to determine appropriate action officer. Adheres to procedures that are prescribed for the control of special communications both incoming and outgoing.
DUTY 3: Responsible for receiving, sorting, transporting, controlling, and processing all incoming and outgoing special services mail (registered, express, certified, and insured). Performs clerical work related to the processing of incoming and outgoing of accountable mail and/or the systematic arrangement of records for storage or reference purposes.
DUTY 4: Routes correspondence. Assigns appropriate routing code and attaches a routing and control form after identifying the legal name of the correspondent under which the control form will be filed (and such secondary names as are necessary) so that correspondence can be easily identified in the future. Routes mail to organizational segments or individuals.

- The physical requirements determined by the manager are operating light to medium vehicles, manual and motorized mail carts, or other self-propelled vehicles in the delivery and pick up of mail
- The actual work performed in this position has been reviewed and determined that it does not meet any of the exemption criteria defined in 5 CFR 551. This position has been designated nonexempt
- The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
- Employees must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NK-02, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience must include experience processing and sorting mail as received by various carriers and dispatching all mail prior to established mail run; filing all completed documentation in a timely manner; and accurately accounting for each mail bag/ box received.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
OR
EDUCATION: Have successfully completed four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.

COMBINATION OF EXPERIENCE AND EDUCATION: Combination of education and experience as described in the job opportunity announcement and education. NOTE: only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of functional requirements for official/personal mail including USPS, DoD, and Air Force postal instructions, policies, and directives governing the receiving, controlling, transporting and processing of all classifications of mail, including special services mail and commercial carrier mail.
Knowledge of the functions, organizational structures and locations of the units serviced in order to effectively receive, organize, and deliver administrative communications in an expeditious manner.
Thorough knowledge of correspondence procedures and filing systems characterized as "complex" in the Occupational Information section.
Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
Ability to listen to and understand information and ideas presented through spoken words and sentences.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
