The primary purpose of this position is to act as the Lead Mail Clerk for the Official Mail Center. Establishes, maintains, controls, and disposes official records in support of the organizations operations.
Duties
Distributes and balances the workload among employees in accordance with established work flow1 prepares duty rotation schedule to assure timely accomplishment of the assigned workload, and assure that each employee has enough work to keep busy. Incumbent maintains a current knowledge of mail procedures, policies, and directives that are relative to official mail processing and reports status and the progress of work to establish adjustments as needed in order to establish priorities and obtain assistance from supervisor if problems asrises.
Assists Mail Operations Manager by overseeing the control, processing, and delivery of incoming and outgoing mail. Incumbent ensures approved funds are added to postage meters, coordinates funds approval through Official Mail Manager/supervisor, ensures mail updates remain current and deletes data elements to coincide with the Base Information Transfer Center (BITC) schedule mail deliveries.
Conducts Staff Assistance Visits by preparing annual visit schedules through supervisor and Official Mail Manager by posting approved schedules for organization visibility. Responsible for scheduling and conducting quarterly inspections of Activity Distribution Offices to ensure all are visited annually on a calendar basis in accordance with DoDI 4525.08_AF133-365.e.4.3.4.3 regulation.
Assists with the Air Force Life Cycle Management Center Office Symbol Approval Program. Acts in the absence of the Administrative Communication Assistant in reviewing and approving office symbol portion of reorganization packages from AFLCMC organization.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of functional requirements for official mail including USPS postal instructions, policies and directives governing the receiving, controlling, transporting and processing of all classifications of mail. This definition of general experience is typical of work performed at the GS-05 grade/level position or equivalent in the federal service. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of postal and agency regulations governing the control and processing of various types of mail, including USPS Registered, USPS Certified, USPS Express, Private mail Carriers, U.S classified, APO, and foreign mail.
Knowledge of the operations, products, services, needs, and goals for the program(s) and the organizations assigned and serviced at WPAFB.
Knowledge of software programs to produce a wide range of documents requiring use of software functions to enhance productivity and revise existing databases, spreadsheets, and web pages.
Knowledge of rules, procedures, or operations to perform routine, procedural work of the office, such as preparing and editing documents, maintaining files/records, processing mail, planning, organizing, and carrying out assignments and composing routine, nontechnical information for recurring reports and inquiries.
Knowledge of safety and security regulations, practices, and procedures.
Knowledge of filing systems and procedures and the subject content of the materials being processed.
Skills in planning and organizing work in order to meet established deadlines.
Ability to communicate effectively, both orally and in writing, using tact and courtesy while interpreting and applying rules, policies, regulations, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
